Step 1: Identify Exactly What USCIS Is Requesting

The first step in responding to any RFE is to read the notice carefully and identify precisely what USCIS is requesting. RFEs for Form I-693 typically fall into one of several categories: a new or corrected form, additional vaccination documentation, laboratory results, or clarification of a specific finding.

USCIS RFE notices can be lengthy and may include boilerplate language. Attorneys should identify the specific deficiency cited and focus the response on addressing that deficiency directly.

Step 2: Contact the Civil Surgeon Promptly

Once the deficiency is identified, contact the civil surgeon's office as soon as possible. Depending on the nature of the RFE, the civil surgeon may be able to provide a supplemental letter, corrected documentation, or a new Form I-693.

If the RFE requires a new examination — for example, because the original form used the wrong edition or has expired — schedule the appointment immediately to allow sufficient time for processing before the RFE deadline.

Step 3: Gather Supporting Documentation

In addition to the corrected or new Form I-693, the RFE response package should include:

• A cover letter identifying the RFE receipt number and clearly addressing each deficiency cited
• A copy of the original RFE notice
• The new or corrected Form I-693 in a properly sealed envelope
• Any supplemental documentation requested (e.g., vaccination records, lab results)
• Evidence of any relevant medical treatment or follow-up if abnormal findings were cited

Step 4: Submit Before the Deadline

USCIS typically allows 87 days to respond to an RFE. The deadline is printed on the RFE notice. Responses must be received by USCIS — not merely postmarked — by the deadline.

If the deadline is approaching and the new Form I-693 is not yet ready, attorneys should consider requesting expedited processing from the civil surgeon. Do not submit an incomplete response; a partial response that does not fully address the RFE may result in denial.

When a New Examination Is Required

Some RFEs require a completely new Form I-693 rather than a supplemental letter or correction. This is typically the case when the original form used the wrong edition, the civil surgeon's designation has lapsed, or the form has expired.

In these situations, schedule the new examination as soon as possible. Expedited 2-day processing is available for clients with approaching RFE deadlines.
